Hyderabad: The process of clearing Layout Regularisation Scheme (LRS) applications in urban areas is facing delays due to confusion over land ownership. While thousands of applications have been submitted in various Municipalities and Municipal Corporations, only about 10% of them have been processed so far.
Sources say that out of 13,82,489 applications received across 144 Urban Local Bodies (ULBs) in Telangana, only 2,21,187 applications have been processed to date. The total amount collected from these processed applications is Rs 10.93 crore. The Greater Warangal Municipal Corporation (GWMC) has the highest number of applications at 1,01,341. Other municipalities like Turkayamjal have over 50,000 applications, Badangpet Municipal Corporation has over 48,000, Suryapet has over 35,000, Siddipet has over 32,000, Mahabubnagar has over 31,000, and Karimnagar Municipal Corporation has over 26,000.
Officials have pointed out several reasons for these delays. In some areas, the process was slowed down due to the impact of HYDRA (a possible technical or administrative issue). Applications are processed in steps, starting from level one. If an application lacks proper documents, it cannot proceed beyond level one. At other levels, if the applicant fails to pay the required fee, their application will not move forward. Another issue is confusion over who owns the land, making it difficult for officials to clear some applications. Additionally, some applications fall under restricted categories and cannot be processed as per the rules.
In many municipalities, only 10% of the applications have been processed. For example, in Turkayamjal, out of over 50,500 applications, only 3,448 have been processed, resulting in a collection of just over Rs 22 lakh. In Badangpet, out of 48,000 applications, only 3,995 have been processed, collecting over Rs 29 lakh. In Suryapet, out of 35,632 applications, only 3,591 have been processed, collecting over Rs 39 lakh.
During a recent meeting, Revenue Minister Ponguleti Srinivas Reddy expressed disappointment over the slow progress. He instructed officials to speed up the processing of LRS applications and clear them quickly. The Minister mentioned that the government is not satisfied with the current pace of the LRS process and wants it to be completed more efficiently.
