HC directs Animal Birth Control Committee to devise measures following Suo motu PIL on stray dogs attacking children

The Telangana High Court’s division bench, led by CJ Alok Aradhe and Justice Jukanti Anil Kumar, directed the Animal Birth Control Committee to implement the Animal Birth Control Rules effectively. The committee must consult animal welfare organizations in the state to suggest measures that can prevent incidents of children being harmed by stray dogs.

CJ Aradhe presented a newspaper clipping in court showing an attack by stray dogs on an infant in Hyderabad, emphasizing the need to address this issue. During the hearing of the Suo Motu PIL, it was noted that simply sterilizing stray dogs may not prevent them from attacking infants and elderly individuals. The government, GHMC, animal welfare organizations, and animal birth control committees need to work together to find concrete solutions to stop these attacks.

Imran Khan, Additional A-G, informed the court about the efforts being made to control the stray dog population, which has become a frequent problem in the state. Despite sterilization efforts, there are still a large number of stray dogs present. The bench was reviewing a PIL related to the death of a four-year-old boy due to a dog attack, with the hearing adjourned to July 31.

In a separate case, Advocate-General A. Sudarshan Reddy argued before the HC single bench of Justice Bollam Vijaysen Reddy regarding writs filed against BRS MLAs who defected to the Congress party without resigning from their party’s membership. Reddy requested more time to present his arguments based on a Supreme Court order stating that the Assembly Speaker cannot be directed to act on disqualification petitions immediately. The judge agreed to allow more time for arguments in this case.
