The Dharani panel is getting ready to submit its report soon. The State government may present a ‘White Paper’ on Dharani during the upcoming Assembly session. A four-member committee was formed earlier this year to examine issues related to the Dharani land portal and suggest ways to improve it.
Sources say the committee recently met with Revenue Minister Ponguleti Srinivas Reddy to finalize their study and prepare their report. The panel’s recommendations include replacing the current Record of Rights (RoR) Act with new provisions and consolidating 196 rules into a single regulation.
A panel member informed The Hans India that the complete report will be submitted shortly. They anticipate discussing the report with the Revenue Minister before the ‘White Paper’ is presented in the Assembly session. The panel believes that the current RoR Act lacks clear guidelines, making it difficult for officials to navigate and address key issues.
The panel suggests incorporating provisions for land surveys, digitalization, and title guarantees. They note that Telangana is behind in land surveys compared to other states, despite having funding from the Centre. Issues related to various types of land ownership, such as Part-B, Sadabainama, Bhoodan, Waqf Board, endowments, and assignments, remain unresolved. Adopting modern technology could simplify the survey process once these other issues are addressed.
