    The government of Telangana awarded a contract for the maintenance of the Outer Ring Road (ORR) to IRB Infrastructure Developers Limited. The bidding process was done transparently and in accordance with the NHAI Toll Fee Rules 2008. The Toll-Operate-And-Transfer (TOT) model was approved by the Cabinet Committee on Economic Affairs.

    In August 2022, the government invited international competitive bids for the operation of the ORR on a TOT basis with a 30-year concession period. Mazars Advisory LLP was selected as Transaction Advisors in October 2022 based on a detailed QCBS-based tendering process. Mazars was empanelled as Transaction Advisors by the Department of Economic Affairs, Government of India for PPP projects in India.

    On November 9, 2022, HMDA invited international competitive bids for the operation of the ORR on a TOT basis. 11 prospective bidders participated, and four bids were found eligible, with IRB Infrastructure Developers Limited submitting the winning bid of Rs 7,380 crore.

    The transaction marks one of the largest asset monetization deals in India’s road sector and is one of the best bids for road infrastructure projects in terms of Revenue Multiple. Concession fees were computed based on the net present value of future cash flows, including toll revenue, less operating and maintenance expenses, income tax, changes in working capital, and interest on short term loans.
