Telangana Government Imposes Ban on Registrations of Illegal Gram Panchayat Layouts around Hyderabad

The Telangana government has imposed a ban on the registration of illegal Gram Panchayat (GP) layouts around Hyderabad by issuing an order to sub-registrars. This decision has impacted property owners in Rangareddy, Medak, and Mahbubnagar districts as the Hyderabad Metropolitan Development Authority (HMDA) transferred survey numbers of unauthorized layouts to the Prohibited List. As a result, no further registrations can take place in these areas.

The government’s move is aimed at preventing unplanned development, which is common in many Gram Panchayat layouts. These layouts often have narrow roads, lack proper drainage, and are missing essential amenities. By enforcing this ban, the Telangana government wants to ensure that only legally sanctioned layouts with proper infrastructure are developed to maintain better urban planning and safety standards.

Under the law, only the HMDA and the Directorate of Town and Country Planning (DTCP) have the authority to approve layouts, not Gram Panchayats. Many GP layouts were granted permission before the formation of the Hyderabad Urban Development Authority (HUDA), and it has been found that some of these approvals were issued using forged signatures of former officials. With the addition of these GP layouts to the 22-A list, which includes government lands and disputed properties, many landowners are now approaching the High Court, seeking removal of their properties from the banned list after a thorough review of their documents.
