    Tech committee proposed before judicial investigation into Kaleshwaram, say experts

    Several experts have urged the State government to investigate the flaws in the Kaleshwaram project before ordering a judicial probe. The experts have suggested forming a technical committee to study the flaws in detail, starting from the project’s redesigning stage and its necessity. The committee would also look into the investigation, design, execution, quality control, operation and maintenance, and reasons for failures at the Medigadda barrage.

    The experts emphasized that since the Godavari river is an inter-state river, any project proposed on it would affect water allocations between states. They believe that the involvement of the Central Water Commission (CWC) and other central institutions is necessary. Hydrological clearance from the CWC should be obtained before undertaking such projects. They also pointed out that proper studies and precautions were not taken for the deep sand bed in the area.

    The experts further explained that barrages like the ones in the Kaleshwaram project are designed as diversion structures rather than storage devices. Detailed geotechnical investigations should be conducted to assess foundations and other sub-soil properties. Mathematical and prototype model studies should be carried out, and quality audits should be conducted during execution. The structures should be designed to withstand probable maximum flood discharge.

    The experts also discussed the technicalities and procedures involved in designing pumps and motors for lift projects. They emphasized the importance of calling for global tenders to ensure the best design criteria for these components.
