    The Cyberabad Economic Offences Wing (EOW) police have arrested six people involved in a conspiracy to illegally take over 12.09 acres of valuable government land in Raidurgam, Hyderabad. The land is worth about Rs 600 crore. The group created fake documents and manipulated records to make it seem like they had legal rights to the property. They did this with the help of a sub-registrar in Ranga Reddy district.

    Among those arrested are Mohd Abdul Razzak, Naveen Kumar Goyal (partner of Geek Builder LLP), J Guru Sai Raj (a senior assistant and sub-registrar), Mohd Abdul Adil, Syeda Kouser, and Afsha Sara. The group planned to build a large commercial and residential complex with 39 floors, covering 19 lakh square feet. The project was to be developed under a 30:70 ratio. The police acted after receiving a complaint from Kukala Venka Reddy, a Deputy Collector, and Tashildar of Serilingampally Mandal. A case was filed under various sections of the law, and an investigation began.

    The police discovered that the fraud was based on a fake document from 1978. This document was used to create a false development agreement between the heirs of a person named Faizulla and Geek Builders LLP, which is run by Naveen Kumar. This was done to make it appear as if they had legal rights to the government land.

    J Guru Sai, the joint sub-registrar, is accused of not protecting the property. He allowed a property that was on a prohibitory list under Section 22-A of the Registration Act to bypass proper checks. This made it easier for the fake registration to happen and for the group to claim ownership of the land illegally.

    On October 11, 2024, the accused, along with the in-charge sub-registrar, signed a “Development Agreement cum General Power of Attorney.” This document involved large parts of government land in survey numbers 1, 4, 5, and 20 of Raidurg Paigha village, Serilingampally mandal. Despite the land being on a prohibitory list, the document was registered, further proving the collusion between the developers and government officials.

    According to the police, the rightful owner of the land is Telangana Leather Industries Promotion Corporation Limited (TSLIPCO). They have owned the land for several decades. Recently, TSLIPCO entered into a lease agreement with Telangana State Trade Promotion Corporation Limited (TSTPC) to build a Unity Mall on 5.16 acres of the land. The Government of India has allocated Rs 202 crore for this development.

    The land in question is located at survey numbers 1, 3, 4, 5, 17, 19, and 49 in Piaga village, Raidurg, Serilingampally mandal, Ranga Reddy district.
