The state government in Hyderabad has given villagers the right to use local sand for free without any fines. District Collectors have been instructed to regulate the free use of sand by villagers according to the Telangana State Sand Mining Rules, 2015.

There were complaints that villagers carrying sand for housing schemes or personal use were being penalized, even though the sand was supposed to be free. In response, the government decided to protect the villagers’ rights to use sand without cost.
