    Nizamabad: Problems with the Dharani System

    Since the introduction of the Dharani system, many deserving people have been wronged, while others who do not deserve land have been favoured. The system’s complexity has created problems, especially for farmers. Meanwhile, realtors and illegal operators have taken advantage and claimed rights over several lands. Hundreds of complaints about this issue are still pending.

    Various types of land, including government lands, Inam lands, Shikam lands, and Waqf lands, have been taken over by new owners because their names appeared in the Dharani records. This has caused a lot of confusion and disputes.

    During the previous government’s rule, NOCs (No Objection Certificates) were issued even at the district collector’s level, which changed the status of these lands. As a result, ventures are now being built on lands like Inam, Shikam, and government properties.

    A specific example of this issue is the Shikam land in Borgam (P), Nizamabad city. This land was clearly recorded as government property in the pre-1954 Sethwar. According to the records, 2.38 acres of Shikam land, under Survey No. 586, are located next to the Borgam Zilla Parishad School on the outskirts of the city. The 1954 Sethwar document lists this land as government-owned Shikam land.

    However, realtors from the village targeted this land and closed the main road next to the school. According to the village map, the road extends to the main road, but it has been blocked. The villagers are aware of this issue. Some people sold their land in nearby areas and falsely claimed that this Shikam land was part of their property.

    When the land grab came to light, local villagers demanded that the land be given to the Zilla Parishad School. They reported the issue to the then Rural MLA, Bajireddy. With the help of revenue officials, the land was marked as government property again.
