Hyderabad: The Telangana State government has appointed Dr. V Balakista Reddy as the new chairman of the Telangana State Council of Higher Education (TSCHE). Dr. Reddy is a former Registrar and Professor of Law at NALSAR Law University and currently serves as the Dean of the School of Law at Mahendra University.

Dr. Balakista Reddy is well known for his extensive research in both national and international law. He has played a key role in organizing several major legal conferences at NALSAR to position India as a hub for legal discussions. In 2017, he represented India at the International Peace Conference organized by NALSAR, which was attended by participants from 75 countries, including former and current judges of the International Court of Justice. This marked the first time such a prominent conference was held in India.

Dr. Reddy’s efforts have brought recognition to the Centre for Aerospace and Defense Laws at NALSAR. The United Nations acknowledged the center’s academic contributions and included its courses in the UN directory. Additionally, under his leadership as Director of the Centre for Tribal and Land Rights (CTLR), the team reviewed and revised 112 land and revenue laws in Telangana. They also helped draft important laws such as the Telangana Agriculture Produce Act and Rules 2016, the Telangana Municipal Act 2019, and the Telangana Child Protection Acts.

The Center for Child and Youth Justice at NALSAR, under Dr. Reddy’s tenure, has been actively involved in creating policies and programs related to children’s rights and women’s welfare. NALSAR has also provided legal advice to government departments and trained senior officials in national and international law. The Centre for Tribal and Land Rights has even extended its services to the neighboring state of Andhra Pradesh.

During Dr. Reddy’s time, the Ministry of Home Affairs tasked NALSAR with studying the implementation of the procedures outlined in Schedules 5 and 6 of the Indian Constitution. A team of legal experts, led by the Centre for Tribal and Land Rights, visited remote areas to assess the living conditions, government benefits, and the effectiveness of welfare schemes.

NALSAR’s initiatives have received wide recognition. For instance, the Justice B P Jeevan Reddy Centre for International Trade and Business Laws (JRCITBL) was launched to address modern issues related to international trade and business law.
