The Six Guarantees (Abhaya Hastam) have received a significant portion of funds in the vote-on-account budget. Other sectors such as BCs, SCs, STs, Minorities Welfare, Irrigation, Education, and Agriculture will also receive funding.
In the new financial year of 2024-2025, several initiatives will be undertaken including the introduction of a new IT policy, MSME Policy, Telangana Public Schools, and a ceiling on extending Rythu Bandhu benefit.
The Finance Minister, Mallu Bhatti Vikramarka, announced that 53,196 crore rupees have been allocated for the implementation of the Six Guarantees. Additional funds will be provided if necessary after a complete assessment is made. Two Guarantees, which are 200 units of free power supply and a gas cylinder at Rs 500 (Gruha Jyoti scheme), will be launched soon with an allocation of 2,400 crore rupees.
The government plans to streamline the Rythu Bandhu scheme to prevent ineligible persons from benefiting. Instead, eligible farmers will receive Rs 15,000 per acre through the Rythu Bharosa scheme.
Furthermore, the government is considering implementing a new IT policy to strengthen the IT sector in the state. They also plan to introduce Telangana Public Schools on a pilot basis with international standards in every mandal. Digital classrooms will be established in all schools, and infrastructure facilities for universities will receive an allocation of Rs 500 crore.
In terms of irrigation, the government has allocated Rs 28,024 crore for projects such as Pranahita Chevella lift project and Alimineti Madhava Reddy Srisailam Left Bank Canal.
The budget also prioritizes welfare sectors, with Rs 21,874 crore for SC welfare, Rs 13,313 crore for ST welfare, Rs 2,260 crore for Minorities welfare, and Rs 8,000 crore for BC welfare.
The government aims to provide housing to those without homes and financial assistance of Rs 5 lakh to site owners. Additionally, the government plans to utilize funds from the centrally sponsored Prime Minister Avas Yojana scheme effectively. The Indiramma housing scheme will provide approximately 3,500 houses per Assembly constituency with an allocation of Rs 7,740 crore.
The overall budget outlay is Rs 2,75,891 crore, with Rs 2,01,178 crore for revenue expenditure and Rs 29,669 crore for capital expenditure.
