    Germany’s government has changed its plans to allow the widespread sale of cannabis in licensed stores due to concerns from the European Union. Instead, they will introduce a two-stage plan that will allow adults to possess cannabis in small amounts but not sell it in stores. The first stage will permit the establishment of “cannabis clubs” where members can cultivate the drug for their own use. The second stage will involve testing the production and sale of cannabis in specialised stores under licence from the government. Legalisation of cannabis was one of the flagship policies agreed by Germany’s coalition partners when they formed a government at the end of 2021.
