    The Union Minister for Tourism and Culture, G Kishan Reddy, has expressed regret over the non-implementation of the ‘SVAMITVA’ scheme in Telangana, despite the successful completion of its pilot project. The scheme, launched nationwide by Prime Minister Narendra Modi during National Panchayati Raj Day in April 2021, is a reformative step towards establishing clear ownership of property in rural inhabited areas. It involves mapping land parcels using drone technology and providing ‘Record of Rights’ to village household owners, with the issuance of legal ownership cards (Property cards/Title deeds) to the property owners.

    The Telangana government entered into an agreement with the Centre on April 19, 2022, regarding the SVAMITVA scheme, which has been successfully executed across the country. Drone surveys were successfully conducted in five villages under the pilot project, and maps regarding property have been prepared. The State government now needs to distribute certificates as per the maps to those who have the rights over the property.

    A senior official in the Union Panchayat Raj Ministry wrote to the Telangana Chief Secretary on July 29, 2022, urging the implementation of the scheme across the State in view of the successful completion of the pilot project. The Union Minister has urged Chief Minister K Chandrashekar Rao to take steps for early execution of the scheme, as rural people would get economic stability if property certificates concerning their houses are provided by implementing the scheme.
